A disturbing recent phenomenon in Washington is that laws that strike to the heart of American democracy have been passed in the dead of night. So it was with a provision quietly tucked into the enormous defense budget bill at the Bush administration's behest that makes it easier for a president to override local control of law enforcement and declare martial law. The provision, signed into law in October, weakens two obscure but important bulwarks of liberty. One is the doctrine that bars military forces, including a federalized National Guard, from engaging in law enforcement. Called posse comitatus, it was enshrined in law after the Civil War to preserve the line between civil government and the military. The other is the Insurrection Act of 1807, which provides the major exemptions to posse comitatus. It essentially limits a president's use of the military in law enforcement to putting down lawlessness, insurrection and rebellion, where a state is violating federal law or depriving people of constitutional rights.

The newly enacted provisions upset this careful balance. They shift the focus from making sure that federal laws are enforced to restoring public order. Beyond cases of actual insurrection, the president may now use military troops as a domestic police force in response to a natural disaster, a disease outbreak, terrorist attack or to any "other condition." Changes of this magnitude should be made only after a thorough public airing. But these new presidential powers were slipped into the law without hearings or public debate. The president made no mention of the changes when he signed the measure, and neither the White House nor Congress consulted in advance with the nation's governors. There is a bipartisan bill, introduced by Senators Patrick Leahy, Democrat of Vermont, and Christopher Bond, Republican of Missouri, and backed unanimously by the nation's governors, that would repeal the stealthy revisions. Congress should pass it. If changes of this kind are proposed in the future, they must get a full and open debate.

The Zetas addressed this a year ago, predicting that Bush would repeatedly order an invasion of Iran and imposition of Martial Law, but would be rebuffed. His orders would simply be ignored.

ZetaTalk Prediction 3/17/2006: Although this is in the hands of man and man has free will, and thus any predictions must be predicated on this, we predict that Bush will not succeed in invading or bombing Iran, though orders may be given to the military to do so, will not publicly declare martial law in the US in order to dictate his ways, though may write executive orders to this effect which will be ignored by any but the tight cabal surrounding him, will not be assassinated or impeached because the tight cabal around him prevents alternative leadership from stepping up to the plate, but rather Bush and those he has pulled close around him will be treated as irrelevant as the Earth changes overtake the attention of the nation, with the branches of government attending to emergencies and ignoring the orders the pretender barks from the Oval Office.

President Bush has signed a directive that gives the White House much greater control over the rules and policy statements that the government develops to protect public health, safety, the environment, civil rights and privacy. In an executive order published last week in the Federal Register, Mr. Bush said that each agency must have a regulatory policy office run by a political appointee, to supervise the development of rules and documents providing guidance to regulated industries. This strengthens the hand of the White House in shaping rules that have, in the past, often been generated by civil servants and scientific experts. It suggests that the administration still has ways to exert its power after the takeover of Congress by the Democrats.

According to the Zetas, an attempt at calling Martial Law had occurred after voter fraud failed to deliver a Republican Congress to the White House in the Fall of 2006!

Question: This is an extremely naked display of power grabbing. It is obvious we are watching a showdown. Is this a ramp up to an attempt at marshal law?

ZetaTalk Answer 2/3/2007: We have mentioned that we anticipated Bush to attempt to invade and attack Iran, with the military declining his orders, and we also anticipated Bush to attempt to declare Martial Law, with the agencies ignoring him. He has ordered an attack on Iran dozens of times over the past few months, and such orders were deflected and thus ineffectual. Martial law is another such order he has attempted to execute, writing numerous executive orders to facilitate this. One such occasion was after the Congress turned Democratic, a plan evidenced by his stubborn refusal to even acknowledge that he would have to compromise where before he just ruled. How is it that an agency can simply refuse to follow an order? Just that, the order is not enacted. If he thinks that putting a layer of yes men into place will change anything, he is mistaken. But then, this President has not been known for his acumen.

Per the Zeta, Bush will be countered by the Earth changes, which will increased in intensity to the extent that emergency management, the states and local governments, are too busy to listen to edicts from the White House. And the US Military will be quietly called home to attend to these disasters.

ZetaTalk Prediction 10/11/2003: The US Military, in particular, has been used not for the defense of the common good but to procure corporate interests, and is deeply resentful of this. Hardly in defense of freedom and democracy, the last several wars have been to secure lands or defend existing holdings, using the US Military like a private army. The war games discussed during the NATO exercises included disasters equivalent to those we have predicted for the pole shift, immense devastation sparing none. In the event that such a scenario ensues, increasing volcanic eruption, quake torn roads and crumbling cities, mass populations homeless and roving the countryside, how should treaties installing the US Military in bases around the world be viewed? All countries would be affected, all armies devastated and occupied with such an emergency, and no borders of concern when sheer survival is the only concern. In the event of such earth changes, troops would be brought home, under stealth and with little fanfare, to the respective homelands, leaving at most a skeleton crew at the bases. The excuse would be the greater need at home.

But the military in this instance would not be used as an arm from the White House, to impose the New World Order agenda of kingship by the few and suppression and enslavement of the common man.

ZetaTalk Explanation 12/15/2001: What would the attitude of the soldier be, if starvation were rampant, news of this coming from home, and the soldier asked to protect the rich and powerful from demands from the starving? The willingness of the soldier to go along with this erodes, rapidly. Desertions would occur, erosion of the troops such that the generals soon find they have left their posts, leaving the defenses vulnerable. The military knows this, discusses this, endlessly. They have great history to examine. Martial Law will be utilized only as a last resort. To the extent that these techniques would be a new imposition, they will not, we predict, be deployed. This is, of course, in the hands of man, something we do not control, and therefore could change. We anticipate, rather than a Martial Law setup, that troops will be sent home just ahead of the shift, to be with their families. In this way, they will be disbanded, less of a threat, and more likely to assist their families than run as gangs. We anticipate that the rich and powerful will go into enclaves, with immense stores of goods, with armed guards often gathered from the military. These will not prove to be a good setting, however, and will become the worst hell for those expecting to be protected and live well behind locked doors. Thus, Martial Law will become a reality only for those rich enclaves, where the strongest and most ruthless will rule.

What's Killing Bees and Cracking Windshields!

Something is killing the nation's honeybees. While a few crops, such as corn and wheat, are pollinated by the wind, most need bees. Without these insects, crop yields would fall dramatically. Agronomists estimate Americans owe one in three bites of food to bees. As dead or dying insects are collected, dissected and tested, several possibilities are emerging. The most recent mite problem - the varroa mite - compromises a bee's immune system, so a virus might be the new culprit. Or it could be a new fungal pathogen. Honeybees are not natives. Last fall, workers transported managed hives - about 450 per tractor-trailer - to California from colder areas such as the Great Lakes and the Dakotas. Now, hives are coming from Texas, Florida, Maryland and Pennsylvania. In all, about half the country's managed hives are needed for the mass pollination.

ZetaTalk Explanation 2/17/2007: We mentioned at the start of ZetaTalk that increasing illness would occur, in wildlife as well as humans, as the time of the passage approached. This has certainly occurred, with weakened immune systems due to emanations from the Earth core as it swirls about in response to having a giant magnet, Planet X, nearby, or due to migrating opportunistic germs as the erratic weather allows migration into new territories where resistance to these germs has not built up, or due to simply due to depression as the stress of the Earth changes takes it toll. For wildlife, which includes insects, worry is not a factor as they don't watch the nightly news or the stock market trends. Recently, we have explained that waves of nausea and vertigo, experienced by humans and reported at the start of 2007, was due to the effects of gases in the tail of Planet X which is increasingly wafting over the Earth, as well as magnetic variations as the Earth's magnetic field becomes erratic. For bees, several factors are affecting their ability to thrive. Their immune systems have been compromised by a mite, which is passed among the hives of the nation by the practice of hauling hives about for polination, cross country. This spread the mite, and is spreading several microbes too. The failure of the honey bee population to thrive is entirely a man-made problem. The answer is to isolate healthy hives, which will probably be done too late to affect the crops dependent upon these pollinators. Man has largely killed off the natural pollinators who could replace the honey bee by pesticides. Thus, in the short term, there will be crop shortages, another of our long ago predictions.

NTSB Calls In Specialist Over Cracked Windshields At DIA

Why windshields cracked on at least 14 airplanes at Denver International Airport during a storm last week remains a mystery, prompting the National Transportation Safety Board to call in a glass specialist. Wind gusts of up to 50 miles per hour were recorded at the airport and there were rapid temperature changes and some snow Friday afternoon when airlines reported the cracked windshields. There were no reports of impact from flying debris.

Question: We all know that these windows are made to substain high intensity winds, pressures, and changes in temperature. Would the Zeta care to answer to this strange happening?

ZetaTalk Explanation 2/17/2007: Since the reports state that the pilots did not see debris approaching, we are left with the temperature theory. However, the extremes on takeoff would hardly match what an airliner experiences in the upper stratosphere. It is a matter of different temps in the many layers of glass that these windshields must adjust to. It is expected, in testing these windshields, that the outside air changes gradually. Just as the weather has become more extreme, with records being broken, and extremes, variability, occuring almost wildly, just so the air temp affecting an airliner can change suddenly. These windshiels were tested assuming a gradual change, but when sudden change occur, the outer layer cannot adjust, is stretched too thin, and cracks. It will not cause an airline to crash, but is another example of the weather problems that man's technology is not prepared to deal with.

Question: Would the Zetas at this time have any comments on the character and spiritual orientation of Barack Obama, who intends to run for the American presidency?

ZetaTalk Take 1/20/2007: Obama will have a catalyst effect on the race, but will not, obviously, win. He is black. He has Muslim roots. The Democratic party will not allow itself to risk losing in this manner. But as a catalyst, which he understands to be his role, he will drive the discussions in certain directions, force issues to be on the table, and demand an open face from other candidates. We wish him well on his ambitious plan!

Question: Could the Zetas comment on Presidential candidate Hillary Clinton's orientation - is it Service-to-Other or Service-to-Self? How much does she know about Planet X?

ZetaTalk Take 2/3/2007: Hillary is not a bad egg, but she is not a warrior for the truth either. She is a cooperative, deal making, and could not be counted upon to made decisions in the general welfare, thus.

Question: Federal whistleblowers, Stew Webb and Tom Henegan claim Bill and Hillary Clinton have been partnered with G.H.W. Bush for years in a convoluted way. I remember hearsay from investigative reporters in the late 1980's and early 1990's about Bill Clinton and Bush Sr. attending secret meetings at Mena, Arkansas, back in the '80's when senior was VP and Clinton governor of Arkansas. Many deaths and suicides occurred during the Clinton years, including a number of Arkansas teenage boys, Ron Brown, Vince Foster, Waco, Ruby Ridge, and Oklahoma City. Bill Clinton pardoned fugitive and global smuggler, Marc Rich, who had close ties to the Sharon administration and Israeli intelligence according to Wayne Madsen, and with whom the Bushes were also alleged to have ties. Last week the Zeta's said Hillary is not a bad egg. Can they go into a little more depth on these connections and Bill Clinton's relationship with the Bushes?

ZetaTalk Take 2/10/2007: Bill Clinton was an opportunist, and expected politics to deliver cash and sexual rewards. Hillary was not naive about any of this, but did not like the deals Bill dragged her into. We mentioned that Hillary is a cooperative, and could be expected to remain that way. Bill certainly was that. The group who put Reagan in the White House is the same group who put Dubya in the White House, and Bush Senior. Clinton won, but was not that far off their leash. They thus proceeded to build fear of terrorist attacks, such as OKC and TWA800, and to start the removal of civil rights such as Waco and other FBI strong arm tactics. This proceeded under Dubya with more strength, with a Republican Congress, the naked hand coming out without apologies. The Clinton's, at least, apologized.
